Bill is a civil litigation attorney who formerly was a Colonel in the United States Army. In a distinguished career, he was an Assistant Professor of English and Assistant Dean for Plans and Programs at the United States Military Academy at West Point and the Editor of Parameters, the Journal of the U.S. Army War College, as well as a highly regarded artillery officer, ranger, and parachutist.

After receiving his B.S. at West Point and his M.A. in English at the University of Pennsylvania, he earned his Juris Doctor, cum laude, at the University of South Carolina School of Law. He was an editor for the Law Review, a member of the Order of the Coif and the Order of Wig and Robe, and recipient of the American Jurisprudence Awards in Legal Writing and Criminal Procedure.

An attorney who has a strong background in Appellate Practice, he has prepared cases for presentation to the South Carolina Court of Appeals and Supreme Court and the Fourth Circuit, U.S. Court of Appeals, as well as the United States Supreme Court. His practice also emphasizes insurance coverage, administrative law, procedural and declaratory matters.

Bill and his wife Gail have two daughters and four grandchildren. He enjoys outdoor wildlife activities, walking, and reading. Bill has been a Sunday School Teacher and Elder at Lake Murray Evangelical Church.
